Additional Regions

Are there any plans to make additional regions available?

Specifically, it would be useful to be able to include additional information in the Outline region area. eg: a title/graphic at the top; links/current user name/etc at the bottom.

Yes, but unfortunately it won't be in the next beta release. In future releases we plan on making each domino widget (view, outline, actionbar, etc.) into a custom xtype and once we do that then you should be able to define an Ext.Viewport and pass in an items array to define the layout exactly the way you want.
